George Kolodner, MD

Medical Director

George Kolodner is an addiction psychiatrist who specializes in the outpatient treatment of substance use disorders.  While serving as a staff psychiatrist at the U.S. Naval Hospital in Bethesda, he witnessed recovery from alcoholism for the first time at the hospital’s residential rehabilitation program. Motivated by this experience, he became interested in replicating this success in a non-residential setting. After leaving the Navy in 1973, he designed and implemented the first intensive outpatient addiction treatment program in the country – the Kolmac Clinic – where he continues to serve as the medical director.

Paulo Jacomo Negro Jr., MD, PhD

Associate Medical Director

Paulo J. Negro, M.D. Ph.D. had his fellowship in clinical research at the Intramural Research Program-NIMH, NIH in 1999.  He completed residency in psychiatry at the University of Texas, San Antonio, and University of Sao Paulo, Brazil.  Dr. Negro is Board Certified in General Psychiatry, Administrative Psychiatry, Association for Convulsive Therapy, and the American Board of Addiction Medicine.  He is knowledgeable about the interface between medical and psychiatric problems, having conducted research in osteoporosis and depression, stress, and the brain effects of hormones.

Phil Dvoskin, MD

Associate Medical Director

Phil Dvoskin is the Associate Medical Director of the Towson office. He has practiced adult psychiatry for the past 40 years, much of the time as Medical Director for Arundel Psychiatric Associates. He has extensive experience in inpatient and partial hospital settings. He has been at Kolmac since November 2008.  He can be reached by phone at 410-296-2232.

E.T. "Moe" Briggs, NCC, LCPC, LSATP, MAC is the Kolmac Clinic's Regional Clinical Director.  Moe began working in the alcohol and drug treatment field in 1992. He has served in a variety of clinical settings in both direct services and addiction healthcare management. He has also served as an Adjunct Professor at Marymount University in Virginia, and provides training seminars for addictions counselors.  Moe can be reached by phone at (301) 589-0255 or by email at ebriggs@kolmac.com.
Mary Walsh, LCSW, CCDC is the Clinical Director of the Columbia office.  Mary has been involved with drug and alcohol treatment for over 30 years. She has provided alcohol and drug rehabilitation counseling at Kolmac for over 20 years.  Prior to Kolmac, she worked in the U.S. Navy's alcohol and drug education program.  Mary can be reached by email at mwalsh@kolmac.com or at (443) 276-0556.
Jay Eubanks, LCSW-C is the Clinical Director of the Gaithersburg office.  Jay has been working in the substance abuse treatment field for over fifteen years and has provided drug and alcohol treatment for Kolmac patients since 1995.  His background includes experience as a alcohol and drug treatment supervisor and a social work field instructor.  He is an active member of NAADAC and does extensive work in the area of trauma resolution.  Jay can be reached by phone at (301) 330-7696 or by email at jeubanks@kolmac.com.
J. Gerald Fath, D.MIN, LCPC, MAC is the Clinical Director of the Silver Spring Program.  Jerry has been in the counseling field for over twenty years and has been providing alcohol and drug treatment at Kolmac since 1992.  Prior to Kolmac he served as clinical director for an inpatient program.  Jerry can be reached by phone at (240) 821-1222 or by email at jfath@kolmac.com.
Joan Blevins, RN,C-CDNC, is the Director of Medical Services of the Towson Office.  Joan has enjoyed working in the chemical dependency/psychiatric field for twenty years and has served in the role of Clinical Director for eight years. Amy Waldron, MA, CCDC is the Clinical Director of the Baltimore and Towson offices.  Amy has been working in the field of addictions for almost 15 years, and has been with the Kolmac Clinic since the Towson office opened in July of 2008.  Her prior experience includes working as a Clinical Director for the Stewart Marchman Center in Daytona Beach, FL for over five years. She can be reached by phone at (410) 296-2232 or by email at awaldron@kolmac.com.
Jennifer A.
